HIRING RANGE:  $19.5680-$24.0409/hourly

DAYS WORKED:    Monday – Friday           

HOURS WORKED:  8:00 a.m. – 5:00 p.m.

JOB DUTIES

ESSENTIAL DUTIES:

Performs a variety of routine and complex administrative, technical and professional work in analyzing and administering various components of the personnel system of the organization, including affirmative action components, job analysis, compensation analysis, applicant screening, examination, selection, labor relations, and training.

Employees in this position are considered confidential.

Maintaining the utmost confidentiality in dealing with employee records and business information.

Works under the general supervision of the Personnel Supervisor. 

Using excellent customer service skills, establishes and maintains effective working relationships with applicants, employees, officials, and the general public. 

Develops strong working relationships with management and learns work areas to serve management efficiently.  Works closely with department and division heads in interpreting rules and regulations to ensure proper procedural process.

Reviews proposed salary actions to ensure conformance with established guidelines and policies.  Reviews proposals for new or revised classifications to determine appropriate salary grade assignment.  Participates in and conducts salary and wage surveys to determine organization's market relationship.  Develops and implements salary administration guidelines.

Responsible for implementation of major changes in rules and regulations, pay plans, and employee status.

Completes job audits for classification studies and, as needed, as positions evolve.  Observes jobs and interviews workers and supervisory personnel to determine job and worker requirements.  Writes clear and concise job descriptions and develops recommendations for salary structure.

Analyzes occupational data such as physical, mental, and training requirements of jobs and workers.  Develops written summaries such as job descriptions, job specifications, and lines of career movement.

Maintains familiarity with City's Affirmative Action Plan in order ensure that the City complies and operates in a consistent manner.  Refers inconsistencies to supervisor for assistance.

Assists in the administration of the employee performance appraisal system by reviewing Employee Appraisal Forms and computing any appropriate changes in salary.

Utilizes developed occupational data to evaluate or improve methods and techniques for recruiting, selecting, promoting, evaluating, and training workers, and administration of related personnel programs.

Develops, posts, and advertises position vacancies; recruits applicants for open positions; interviews and assists in the selection of employees to fill vacant positions.

Reviews employment applications and evaluates work history, education and training, job skills, compensation needs, and other qualifications of applicants. 

Records additional knowledges, skills, abilities, interests, test results, and other data pertinent to selection and referral of applicants.  Informs applicants of job duties and responsibilities, compensation and benefits, work schedules and working conditions, City Personnel Rules and Regulations, promotional opportunities, and other related information.  Keeps records of applicants not selected for employment.

Conducts or arranges for oral interviews, and skills, intelligence, physical, or psychological testing of applicants, as appropriate and permissible; arranges for drug screening of applicants, as required; develops and administers oral examinations, written examinations, or assessment center examinations.

Evaluates selection and placement techniques by conducting research or follow‑up activities and conferring with management and supervisory personnel; conducts background and reference checks on candidates.

Prepares a variety of studies, reports and related information for decision-making purposes.

Plans and conducts new employee orientation to foster positive attitude toward organizational goals.

Keeps record of personnel transactions such as hires, promotions, transfers, performance reviews, and terminations.

Prepares employee separation notices and related documentation; conducts exit interviews to determine reasons for separations.

Keeps records of hired employee characteristics for governmental reporting purposes.

Analyzes existing benefit policies of organization, and prevailing practices among similar organizations, to recommend competitive benefits programs.

Develops strong working relationships with management and learns work areas to serve management efficiently.  Works closely with department and division heads in interpreting rules and regulations to ensure proper procedural process.

Evaluates incoming information and generates Status Change Proposals as may be required through personnel software program.  Responsible for data entry of personnel information needed to generate Status Change Proposals.

Records changes affecting net wages such as exemptions and various payroll deductions for each employee to update master payroll records.

Maintains and computes the educational incentive pay and tuition reimbursement program.

Operates a motor vehicle to travel to job sites and work areas throughout the City.

Attendance at work is an essential function of this position.

Serves as a member of various employee committees.

In the absence of the Personnel Supervisor, may be required to act as Personnel Supervisor.

QUALIFICATIONS

This position is subject to the City's Drug and Alcohol Free Workplace Program which includes:  pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Graduation from an accredited four‑year college or university with a degree in human resources, public administration, business management, or a closely  related field, PHR/SPHR or SHRM-CP/SHRM-SCP with five years of progressively responsible experience in human resources is preferred OR an equivalent combination of education and experience sufficient to perform job duties.

Considerable knowledge of modern policies and practices of public personnel administration; considerable knowledge of employee classification, compensation and benefits, recruitment, selection, training, and labor relations.

Valid New Mexico driver's license with acceptable driving record for past three years.

Skill in preparing and administering job descriptions, announcements, and examinations; skill in analyzing personnel programs and systems; skill in operating the listed tools and equipment.

Ability to analyze and interpret comprehensive job requirements; ability to carry out assigned projects to their completion; ability to communicate clearly and effectively verbally and in writing; ability to establish and maintain effective working relationships with applicants, employees, city officials, labor unions and the general public; ability to maintain confidential and sensitive information; ability to understand and follow instructions.

Ability to maintain confidentiality in dealing with personnel matters.

TOOLS AND EQUIPMENT USED:

Requires frequent use of motor vehicle, personal computer, including Microsoft Word, Excel  programs, and HTE database; calculator, telephone, copy machine and fax machine.
