JOB POSITION #196: Geographical Information System (GIS) Applications Specialist

JOB DUTIES

ESSENTIAL DUTIES:

Working as part of a team of skilled information technology, planning and engineering professionals.  This technical position is responsible for providing spatial analysis, cartography and maintenance of documents in support of the geographic information systems (GIS) and computer aided drafting (CAD) activities of the region's transportation, traffic, land use, utilities and other geospatial needs.

Operates computer workstation to update maps and drawings as new data is received through work orders or any other various sources.  Must be proficient in use of the latest software from ESRI and Autodesk to produce and update drawings and maps including but not limited to subdivisions, capital improvement projects, right-of-way maps, plan and profiles, and standards.  Verifies and maintains accuracy of data.

Assists in the organization and maintenance of engineering infrastructure records and related database tables for utilities, street system maps, plats and comprehensive plans. 

Read and interpret source documents, such as civil engineering plans, plot maps, and legal descriptions, and entering required data into the current GIS Mapping System.

Assists with development and maintenance of Microsoft SQL Server databases; installs and configures software packages; trains users on use of software packages and hardware equipment.

Provides GIS technical support, assistance and training to all of the GIS users and GIS operators. 

Assists in GIS and CAD related software implementations and support for software including ESRI ArcGIS, ArcPro, ArcGIS Online, Manifold GIS, Autodesk CAD, and other GIS related software. 

Design and perform spatial analysis and queries from various sources of data to produce maps and reports from such data.  Uses aerial imagery to locate GIS data and features.  Ability to identify and convert various map projections.

Assists in developing and designing web mapping applications for remote users and other mobile uses. 

Produces presentation materials using the GIS/CAD software and other computer applications, including but not limited to maps, drawings, charts, posters, newsletters, displays, flyers, bulletins, and related matters. 

Writes database queries, python scripts, java script, visual basic, and html for GIS applications. 

Must be able to work under stress to complete projects accurately within reasonable deadlines.

Provide instruction and support to staff in the use of geographic information and applications.

Coordinate with other departments, staff and members to achieve goals.

Operates various types of GPS equipment to collect data for map production and download into existing computer mapping system.

Assist and coordinate with other Information Technology Staff in maintain and planning hardware, networking activities and data security for users and related systems.

Performs other related duties as assigned.

Works under the supervision of the GIS Supervisor and/or Information Technology Director.  Works with the Public Works Department and Public Works projects in a Civil Engineering environment along with Community Development or related programs and projects.

Using excellent customer service skills establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

QUALIFICATIONS

This position is subject to the City's Drug and Alcohol Free Workplace Program. This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.

Valid driver's license with acceptable driving record for the past three years.

Extensive background checks required.

The ideal candidate will be experienced in a variety of analytical and technical duties related GIS application development and support. You must be skilled in interpreting customer needs and identifying GIS and CAD solutions.  Familiar with ESRI mapping software including ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, Autodesk AutoCAD, Carlson CAD, Web Mapping, ArcGIS Web AppBuilder, Python scripting. database management systems, preferably Microsoft SQL Server

A Bachelor's degree in GIS, Cartography, Geography, Computer Science, Engineering, Planning, or other GIS related field and two years of experience related to geographic information systems or computer-aided mapping.

Comprehensiveness knowledge of technical drafting skills, practices and methods as applicable to a municipal setting. Some knowledge of applicable City polices laws, and regulations affecting decision activities. Considerable knowledge of drafting and design techniques.

Assist other staff in the performance of their duties as assigned.

Maintains regular job attendance and adherence to working hours.

Ability to learn existing and new mapping software products and procedures.

Experience with Microsoft Office, GPS Pathfinder, Trimble GeoXT, Terra Sync, TDS Ranger, ProXRS, AutoCAD software, ESRI Software and spatial databases.

Working knowledge of hardware, software and basic computer operations of the above listed systems, and maintain knowledge of current technology related to this position.

Ability to establish and maintain good working relationships with co-workers, supervisors, other City personnel and the public.

Ability to follow verbal and or written instructions.

Ability to establish and maintain good communication.

Ability to work under stress and handle stressful situations.

Ability to meet deadlines.

Ability to work effectively on individual and team projects.

TOOLS AND EQUIPMENT USED:

Requires regular use of telephone, fax and copy machine, personal computer hardware and software, frequent use of GIS equipment such as printers, plotters, GPS receivers, GIS and CAD software, email, spreadsheets, word processing along with other related equipment.

While performing the duties of this job, the employee is required to stand and sit for long periods, to walk, use hands and/or feet to operate objects, tools and controls and reach with arms and hands.  The employee will be required to climb, balance, stoop, kneel, crouch, crawl, talk and hear and lift and/or move up to fifty (50) pounds.  Some outdoor work is required in the review of various construction sites or work facilities which may be difficult to access.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
