HOURS WORKED: 6:00 a.m. 2:30 p.m.

JOB DUTIES

ESSENTIAL DUTIES:

Works under the general direction of the Vehicle Maintenance Superintendent.

The following statements describe the principal functions of this job and its scope of responsibility, but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the work load.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Works closely with the Vehicle Maintenance Superintendent to ensure a complimentary and cohesive process of vehicle and equipment repairs, rapid turnaround of vehicles and equipment, and quality assurance/ quality control procedures are in place and functioning properly.

Assists the Vehicle Maintenance Superintendent in the development of the annual budget for the vehicle repair/ maintenance shop and the welding shop.  

Develops and manages the daily assignment of work for all mechanics, lead mechanics and ensures the completion of tasks. Reviews completed work for timeliness, completeness, accuracy, and quality.

Makes procedural and operational recommendations to the Vehicle Maintenance Superintendent, and supervises changes in organization and administrative operation of the shop area as directed.

Identifies and reviews training requirements for mechanics to keep pace with the maintenance requirements of new vehicles/equipment, shop tools, and equipment.  Assists the Vehicle Maintenance Superintendent in the development of an annual training plan for all mechanics and welders.

Evaluates and implements employee training, shop safety program/OSHA standards, tool inventory and accountability procedures, inspections and certifications.

Coordinates outside fleet repairs through the service writer.

Identifies and places orders for repair / replacement parts for vehicles and equipment through the Vehicle Parts Warehouse.

Remains available for emergency situations in an on-call status after regular work hours.

Provides supervision and assistance in the repairing and maintenance of public transit buses.

Safeguards confidential information regarding Police, Fire, and other security sensitive areas as they relate to vehicle maintenance and scheduling.

Performs a variety of administrative, supervisory, semi-skilled, and skilled work in maintaining the vehicles and mechanical equipment of the department.

Provides leadership and direction in the development of short and long range plans.

Provides advice to supervisors; communicates official plans, policies and procedures to staff and the public in assigned area of responsibility.

Assures that assigned areas of responsibility are performed within budget; assures effective and efficient use of personnel, materials, facilities, and time.

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among workers and may deal with grievances.

Supervises subordinates in performing duties; adjusts errors and complaints.

Determines, calculates and secures the appropriate materials and supplies for a specific project.

Prepares and maintains daily, monthly, and annual reports and records, as assigned.

Carries out and evaluates preventive maintenance schedules for all vehicles and mechanical equipment, either personally, or through outside vendors.

Oversees and inspects, adjusts and replaces necessary units and related parts in the performance of repair and maintenance work.

Oversees and inspects repairs on brake, engine, electrical, fuel, hydraulic, transmission, ignition, air, exhaust, axle assemblies and related systems on all types of equipment.

Oversees and evaluates status of mechanical equipment and vehicles, and performs or schedules needed repairs.

Oversees and conducts various analyses and inspections of vehicles and mechanical systems to determine the most cost-effective means of maintenance, repair or replacement using a variety of diagnostic instruments and a variety of hand, electric, and air-driven tools.

Requisitions equipment, parts, and supplies used for vehicle and mechanical system maintenance.

Provides emergency field assistance to disabled equipment as needed and appropriate.

Maintains records, prepares reports and other specialized maintenance records of equipment and mechanical equipment.

Performs all of the duties of a supervisor, as required.

Attendance at work is an essential function of this position.

NON-ESSENTIAL DUTIES:

May serve on various employee committees, as required and assigned.

QUALIFICATIONS

This position is subject to the City's Drug and Alcohol Free Workplace Program which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.

Graduation from high school diploma or GED equivalent plus some specialized training in mechanics, maintenance management, or a closely related field.

Valid Driver's License with acceptable driving record for past three years required, must be able to obtain a Commercial Driver's License with Class B endorsement, or able to acquire within six months of hire date.

Five (5) years of related experience, or any equivalent combination of education and experience.

Must be a certified mechanic by Automotive Service Excellence (A.S.E.) in at least four (4) fields.

Extensive knowledge of automotive mechanics; thorough knowledge of gas and diesel engines, transmissions, hydraulics, fire pumps and valves, generators, price trends and grades or quality of materials and equipment.

Extensive knowledge of heavy equipment mechanics and repair methods.

Thorough knowledge of the hazards and safety precautions common to municipal maintenance and repair activities.

Thorough knowledge of the practices, methods, materials and tools used in modern equipment maintenance.

Ability to maintain effective preventive maintenance programs, policies and procedures.

Ability to work all shifts, including weekends and holidays.

Must have a telephone at residence and be willing to be on 24 hour call; must be able to be at the Municipal Operations Center within 30 minutes after receiving a call.

Ability to carry out assigned projects to their completion.

Ability to communicate effectively verbally and in writing.

Ability to establish and maintain effective working relationships with employees, supervisors, vendors and the public.

TOOLS AND EQUIPMENT USED:

Skill in operation of motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanic's tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; personal computer; calculator; phone; mobile or portable radio.
