JOB DUTIES
ASSOCIATE PROJECT ENGINEER I or II
ESSENTIAL DUTIES

Working under the guidance of the City Engineer or Water/Wastewater Administrator or Project Engineer, prepares plans, designs and directs construction of public works improvement projects, including water, sewer, streets, or irrigation systems, storm water.
Oversees design of projects performed by consulting engineering firms under contract with the City. Works with and directs engineering consultants and City purchasing staff in preparation and award of bids and contracts, including the facilitation of pre-bid and pre-construction meetings.
Using excellent customer service skills establishes and maintains effective working relationships with other employees, officials, and all members of the general public.
Reviews plats for compliance with codes and standards and recommends proposed changes to the project engineer.
Performs technical research in regard to capital improvement projects or as requested from other departments.
Assists in the design of assigned public works, water and wastewater projects, including water, sewer, streets or irrigation systems.
Works closely with engineering consultants and contractors under the direction of the City Engineer in reviewing deeds, easements, plats, computations, plans and drawings. Reports findings and makes recommendations to supervisor.
Operates a motor vehicle to assist in carrying out the business of the department and the City
Responds to public or other inquiries relative to engineering procedures on specific projects and other information.
Responsible for performing inspections, designs, plans, maps, profiles and preparation of specifications. Completes mathematical calculations required to complete survey data and design.
Determines applicable codes, regulations, and requirements for assigned projects. Performs technical research and economic analyses and writes technical solutions in regard to capital improvement projects as requested from other departments.
Attendance at work is an essential function of this position.
NON-ESSENTIAL DUTIES
May supervise Engineering Division, Survey Division, Construction Inspection or Water Division when assigned.
Assists in supervision of other Engineering Divisions in the absence of that Division Head when required.

QUALIFICATIONS
This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Graduation from a four-year college or university with a degree in civil engineering or a closely related engineering field. Successful completion of the Engineering Intern (EI) exam is preferred; a current EI certification will qualify the successful applicant for the M pay range. In the absence of the EI certification, the position will be classified as an Associate Project Engineer I at L pay range:
Associate Project Engineer I - L (without EI)
Associate Project Engineer II - M (with EI)
Valid New Mexico driver's license with acceptable driving record for the past three years or state of current residency.
Working knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. Familiarity with applicable City policies, laws, and regulations affecting Division activities. Must also be familiar with New Mexico land and survey laws.
Must possess a working knowledge of drafting and drafting techniques and the ability to understand and interpret working plans and drawings. Ability to make field changes to enhance projects or correct oversights.
Requires considerable ability in communicating effectively both orally and in writing with employees, contractors, governmental agency representatives, City officials and the general public. Ability to conduct necessary engineering research and compile comprehensive reports.
Must be able to work with minimal direction, following initial instructions in an accurate and timely manner. Ability to meet time and cost constraints with accuracy, following appropriate guidelines.
PROJECT ENGINEER I
ESSENTIAL DUTIES
Working under the guidance of the City Engineer or Water/Wastewater Administrator, prepares plans and specifications, bid documents, designs and directs construction of city public works on improvement projects; including streets, sewer, water, storm, or irrigation systems.
Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, consultants, contractors and all members of the general public.
Operates a motor vehicle to assist in carrying out the business of the department and the City.
Oversees design of projects performed by consulting engineering firms under contract with the city. Works with and directs city engineering staff and engineering consultants and city purchasing staff in preparation and award of bids and contracts, including the facilitation of pre-bid and pre-construction meetings. Works independently on various projects approximately 70% of the time.
Exercises supervision over clerical, administrative, and professional staff as assigned.
Assigns duties and examines work for accuracy, neatness, and conformance to policies and procedures. Supervises Engineering Division, Survey Division, Construction Inspection or Water Division when assigned. Assists in supervision of other Engineering Divisions in the absence of that Division Head, when required. Prepares job evaluations as required.
Prepares composite reports from individual reports of subordinates.
Prepares budget in assigned area of responsibility.
Works with and directs Engineering Consultants and Central Purchasing in preparation of award of bids and contracts.
Reviews plats for compliance with codes and standards relative to engineering and/or water and wastewater issues, and recommends proposed changes to Planning and Zoning Commission or Administrative Review Board.
Performs technical research and economic analysis in regard to capital improvement projects or as requested from other departments.
Directs and coordinates the work schedules of consultants, contractors, and city work force as they relate to assigned projects.
Evaluates current operation of city facilities and prepares design for improvement and modification.
Writes technical solutions and makes presentations to the City Council and the public related to engineering considerations.
Reviews planning memorandums and makes comments on suitability of requests with respect to engineering considerations.
Design solutions to challenges facing the division, including determining solutions, preparing design plans, writing technical specifications, bid documents Must be able to perform accurate design calculations and cost estimates.
Must be capable of making decisions in the field on short notice. Must be capable of evaluating quality of construction for acceptance.

May participate in city and community committees to represent the city on various issues.

Working knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting. Familiarity with applicable city policies, laws, and regulations affecting Division activities.
Must be familiar with New Mexico Laws regarding engineering, land and survey.
Must possess a working knowledge of drafting and drafting techniques, (AutoCAD preferred), and the ability to understand and interpret working plans and drawings.
Ability to make field changes to enhance projects or correct oversights.
Must be able to effectively communicate, in English, both orally and written, with employees, contractors, other governmental agencies, city officials and the general public in person and on the phone.

BOTH POSITIONS
TOOLS AND EQUIPMENT USED
Must be able to operate, with proficiency, a personal computer and various software packages with an emphasis on Microsoft Word, Project, Excel, Power Point, and AutoCAD. Must be able to operated standard drafting tools, surveying equipment, including level, theodolite, motor vehicle, phone, mobile radio, calculator, phone, fax and copy machine.

Work is performed mostly in an office stetting. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.

Travel across rough, uneven or rocky surfaces when conducting field inspections or performing survey work may be necessary. The employee is occasionally required to sit, climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job included close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.
WORK ENVIRONMENT
While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electric shock and vibration. The noise level in the office work environment is usually quiet to moderate and outside is moderate to loud.
