JOB DUTIES
Overview: This is a professional position working with the City of Farmington and most directly with the nationally accredited Parks, Recreation, & Cultural Affairs Department (PRCA).
The City of Farmington provides services to over 46,000 diverse city residents and over 150,000 regional residents within the Four Corners region. PRCA provides most of the marketable public facing events and programs but this position will assist all City departments with their marketing and communication needs as requested.
The Parks, Recreation, & Cultural Affairs department has 12 diverse divisions including the newly added Outdoor Recreation Industry Initiative. The department is committed to growing a happy, healthy community for all, and enriching quality of life through exceptional parks, programs, cultural experiences, and customer focus. The Integrated Marketing and Communications Manager is responsible for delivering a high quality, customer-centric experience via marketing and creative in all stages of the customer journey. This role will lead marketing and communications strategies for departments, divisions, and city events as part of a larger marketing communications team. Campaign budgets will range from $0 to $20,000+, thus strategies will consider all channels available to marketers today and recommend those that are applicable to drive the desired results. This person will author much of the needed content but will also communicate strategies to other team members in order to effectively execute cohesive marketing and communications campaigns.
This position receives leadership, supervision, and direction from the Director of Parks, Recreation, and Cultural Affairs and the Assistant Director of Cultural Affairs and Marketing. This position works independently exercising considerable judgment and initiative. It also interfaces directly and frequently with City staff, community organizations, vendors, media, and the general public.
ESSENTIAL DUTIES
Gain an in-depth understanding of the various department, division, and event target audiences and each segment they contain. Research, uncover, and articulate the goals, attitudes, behaviors, motivations, demographics and tensions of the various segments.
Complete market and competitive research and use this knowledge to develop comprehensive content calendars by channel (email, web, display, social, paid publications, etc.) and by audience segment.
Create and curate marketing assets in accordance with the appropriate tone, value proposition, and brand guidelines (assets include City website, digital and print advertising, social media posts, emails, videos, radio ads, media releases, brochures, posters, banners, activity guides, and more).
Create consistent client experiences through the City's website, email program, social channels, earned media, and paid advertising.
Effectively communicate strategies to other marketing and communications team members and vendors using tools such as creative briefs and project management software.
Execute media buys (includes digital).
Proactively measure campaign metrics and test content and messaging to improve performance across all channels.
Ensure the content calendars are proactively implemented on time and on budget.
Ensure creative design is maximized to meet the key performance indicators identified. Analyze and report on the effectiveness of marketing campaigns/tactics.
Invest in staying current with marketing changes in the world regarding customer journeys, creative positioning, design trends, competitor trends, and more.
Always look to develop new marketing, communications, and business strategies to improve customer (resident) experiences.
Practice and promote integrity and ethical behavior and exercise a willingness to be a resource to colleagues.
NON-ESSENTIAL DUTIES
Assists with printing and production of marketing materials such as banners, signs, business cards, etc.
Assists with photography and social media coverage at events and programs as needed.
May act as a media liaison and public information officer as needed.
May serve on various community or employee committees are required and assigned.
Operates a motor vehicle to assist in carrying out the business of the City.
Other duties as assigned.
QUALIFICATIONS
This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
Valid drivers license with acceptable driving record for the past two years or state of current residency.
Bachelor's degree in Marketing, Communications, or related field and 5+ years of experience in marketing and/or communications strategy and execution or equivalent.
Strong copywriting abilities and at least 5 years of content development experience.
Knowledge of design best practices and a strong understanding of brand marketing.
Exceptional storytelling, verbal, and written communications skills.
Understanding of segmentation, audience targeting, and personalization in online marketing channels.
Strong understanding of digital advertising platforms including Google Ads, Facebook Ads, Instagram, and emerging platforms.
Understanding of traditional advertising platforms such as print, radio, and television.
Strong organizational and planning skills - ability to control workload and meet deadlines while juggling priorities for efficiency and productivity.
Flexibility, openness to feedback, and eagerness to learn new skills and approaches.
Great attention to detail and passion for establishing efficient processes.
Ability to wear multiple hats and function well on a small, nimble, proactive team.
Ability to communicate feedback on creative development.
Inclination to take initiative to solve problems.
Working knowledge of word processing, spreadsheet, design software (ex: Adobe Suite); ability to operate a computer and other standard office equipment.
Ability to work varied hours including evenings and weekends.
Experience with Google Analytics or similar website analytics tool preferred.
Experience with project management and partner strategy/relations preferred.
