JOB POSITION #130 - ENGINEERING CONSTRCUTION INSPECTOR

SALARY RANGE: $32.27 - $50.18 / Hourly

PAY GRADE: P - Non-Exempt

TYPE OF POSITION: Regular, Full-Time

DAYS WORKED: Monday - Friday

HOURS WORKED: 8:00 a.m. - 5:00 p.m.

JOB DUTIES

ESSENTIAL DUTIES:

Follows established safety protocols and policies as set forth by the Utility and as required for the job at hand. Must embrace and work with a "safety first" mentality. Attendance at certain safety training will be mandatory.

Works under the general supervision of the Engineering Construction Project Supervisor.

Performs QA/QC inspections on Transmission/Distribution line construction projects both overhead and underground for compliance to project specifications and documents.

Monitors and provides oversight of contractor activities during civil, structural and conductor construction operations. Assists in coordinating multiple contractors on various work sites. Determines nonconformance in construction work practices/processes and helps determine corrective actions.

Assists Engineering in preparing and coordinating Construction and Maintenance work orders for T&D (Transmission and Distribution) crews.

Reviews engineering specifications with contractors to assure conformance with recognized utility construction practices and methodology.

Inspects construction work performed on substations, transmission and distribution systems involving FEUS (Farmington Electric Utility System) or contract crews.

Serves on and advises committees in detailed planning of transmission, distribution and substation projects. Makes suggestions relating to construction methods. Attends contractor meetings.

Requests and coordinates New Mexico One Call tickets as needed.

Assists crews to coordinate New Mexico One Call activities with other agencies such as the gas, telephone, cable television, and water/sewer utilities when construction conflicts arise and ensures contractor compliance.

Provide construction knowledge to Estimators and Engineers in preparation of construction activities.

Participates, as directed, in committees involving employee safety and construction standards. Also participates, as necessary, on other committees that impact the efficient operation of the division and the department.

Inspects job site before job is assigned to construction to identify and remove any issues which may impede construction or cause a potential safety hazard.

Determines if special equipment will be needed for job completion and coordinates with the Engineering Construction Project Supervisor to arrange for that equipment to be available.

Assists Engineering in preparing and coordinating Construction and Maintenance work orders for T&D (Transmission and Distribution) crews.

Using excellent customer service skills, establishes and maintains effective working relationships with contractors, officials, City Personnel, Management, and all members of the general public.

Directs and inspects contract line crews in the work of constructing, maintaining and repairing electrical systems and equipment, both overhead and underground. Work will involve distribution, transmission, and substation projects.

Maintain daily and weekly records such as time sheets, damages to electric system by contractor and inventory control. Ensure all materials are correctly used and installed for each job. Note any changes to a work order on the print before it is turned in as complete (red-line drawings).

Ensure all rules and regulations and construction standards are followed, and safe work practices are exercised by construction crews.

Supervises the safe operation of FEUS owned equipment. Contacts System Control daily to inform Operators of areas where contractors will work.

Acts as liaison between Contractor and Utility to obtain and process Requests for Information and Change Orders.

Assists T&D Maintenance and T&D Construction Superintendent with FEUS work crews when needed.

Ensures that all protective devices and equipment are used where indicated.

Utilizes GPS data collectors for post construction inventory of distribution facilities.

Utilizes digital cameras in tandem with GPS data collectors for post construction inventory of distribution facilities.

Labels each distribution pole after the construction of distribution feeder extensions.

QUALIFICATIONS

This position is subject to the City's Alcohol Free Workplace Program. This includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Extensive background checks required.

High school diploma and a minimum of 10 (ten) years' experience in substation, distribution and transmission line maintenance and construction, overhead and underground. Experience as a journey line worker or substation technician is highly desired.

Supervisory experience, such as Team Lead or Foreman, is desired.

Must possess a valid driver's license. A commercial driver's license (CDL) is recommended.

Thorough knowledge in the construction and maintenance of substations and overhead and underground distribution and transmission systems.

Ability to establish and maintain positive working relationships with co-workers, supervisors, other City personnel and the public.

Interact and communicate effectively with internal and external customers of the Farmington Electric Utility.

Understand and possess the ability to use computer based word processing and spreadsheet software, email, Internet and texting on a smart phone.

Must be knowledgeable in the laws and rules of the New Mexico One Call System (NMOC) in order to prepare jobs for digging operations, this would include emergencies where digging is necessary.

Must be able to communicate effectively orally and in writing. Use of email and mobile phone will be frequent.

TOOLS AND EQUIPMENT USED:

While performing the duties of this job, the employee will be required to use and operate the following equipment: Assigned City Vehicle, telephone, smart phone, personal computer, mainframe computer, calculator, fax machine, and copy machine. Specific PPE requirements include hard hat, safety glasses, ear protection, safety vest, AR clothing, sturdy leather boots, and a climbing/bucket harness.

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, ability to adjust focus.

While performing the duties of this job, the employee will encounter an equal amount of time working in a quiet office setting as well as outside where weather conditions may be wet or dry, hot or cold and be exposed to high levels of noise and/or vibrations, fumes, dust, motor vehicle fuel, and chemicals such as pesticides, herbicides and wood preservatives.

Employee will frequently be required to work near heavy equipment such as back-hoes, bucket trucks, and line trucks, and be exposed to live electrical facilities up to 115kV.

While working outside, employee will be required to wear PPE as listed above.
