JOB POSITION #105: Streets Working Foreman - Crack Seal/Trash Crew

NUMBER OF VACANCIES: 1

HIRING RANGE: $21.25/hourly

DAYS WORKED: Monday - Friday

HOURS WORKED: 8:00 a.m. - 4:30 p.m.

JOB DUTIES

ESSENTIAL DUTIES:
Performs a variety of administrative, supervisory and semi-skilled tasks in the construction and maintenance of concrete curb and gutter, sidewalks, headwalls, storm drain inlet boxes, rundowns, and other assigned projects.

Works under the supervision of the Streets Superintendent.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Supervises crews and equipment in the maintenance and new installation of guardrails and storm drain pipe, erosion control, retaining walls and maintenance of drainage channels.

Insures work is completed according to all City standards, blueprints and division guidelines.

Maintains all wash streets crossings.

Responsible for the upkeep and maintenance of assigned equipment including backhoes, dump trucks, pickups, tampers, generators and torch sets.

Manages and supervises a work crew responsible for streets division duties; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.

Ability to set up proper traffic controls insuring jobsite safety.

Responsible for creating and maintain work requests and job orders in the AS400 system.

Manage snow removal crews, routes and equipment insuring public safety and all main city streets clear of travel.

Responds and manages crews, equipment for flood control and clean up, clearing mud slides and opening roadways for travel.

Responds and manages irrigation emergencies and street crossings.

Responds and manages crews and equipment during regular and after hour emergencies.

Prepares annual evaluations for crew memebers.

Responsible for purchasing and issuing proper uniforms, a PPE to crew members.

Responsible for notifying New Mexico One Call before excavating.

Responsible for maintaining employee's time sheets including stand-by, call-out, vacation, sick and overtime hours in the Executime system.

Provides leadership and direction in the development of short and long range plans; coordinates department activities with other departments and agencies as needed.

Provides advice to supervisors; communicates official plans, policies and procedures to staff and the Administrative public in assigned area of responsibility.

Assures that assigned areas of responsibility are performed within budget; assures effective and efficient use of personnel, materials, equipment, facilities, and time.

Determines work procedures, prepares work schedules, and expedites work flow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among workers and may deal with grievances between employees.

Performs or assists subordinates in performing duties; adjusts errors and complaints.

Lays out daily work schedules and assigns tasks to appropriate individuals and coordinates the completion of the same.

Provides necessary supervision, direction, and assistance to crews at work sites. Enforces policies, regulations, and safety and health standards.

Determines, calculates and secures the appropriate materials and supplies for a specific project.

Improves work methods to accomplish assigned work.

Assists in projecting needs for equipment, materials and supplies. Assists in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services.

Assures that tools and equipment are properly maintained and kept in proper working condition.

Assists in interviewing and hiring process; assigns, supervises and evaluates street workers, temporary employees, or community service workers.

Prepares and maintains daily, monthly, and annual reports and records, as assigned.

Responds to public inquiries; provides information within scope of knowledge and position.

Operates snow control equipment, dump truck, loaders and plows.

Attendance at work is an essential function of this position.


NON-ESSENTIAL DUTIES:
Performs some or all of the duties of a Concrete Carpenter, Truck Driver and Heavy Equipment Operator, as required.

Serves as a member of various employee committees, as assigned.

May occasionally need to work with FEMA and other governmental agencies on natural disasters.

QUALIFICATIONS
This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

This position requires a baseline audiometric examination.

Extensive background checks required.

Graduation from high school or GED equivalent, and two years experience as a streets crew member, and at least one year of previous supervisory experience, or any equivalent combination of relevant education and experience.

Valid New Mexico Commercial Drivers License with tanker endorsement required with acceptable driving record for the past three years, or ability to obtain within 90 days after employment begins.

Must have a telephone at residence and be willing to be on 24 hour call; must be able to be at the Municipal Operations Center within thirty minutes after receiving a call.

Must have excellent management/supervisory skills.

Excellent skills in mathematics required.

Ability to ready survey stakes, survey tape and survey transit.

Ability to meet deadlines.

Ability to work under stress and handle stressful situations.

Considerable knowledge of equipment, materials and supplies used in streets operations.

Working knowledge of equipment and supplies used to do minor repairs.

Working knowledge of first aid, traffic control and applicable safety precautions.

Skill in the operation of listed tools and equipment.

Ability to use equipment and tools properly and safely.

Ability to work independently and to complete daily activities according to work schedule.

Ability to communicate verbally and in writing. Ability to understand, follow, and transmit written and verbal instructions.

Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public.

Ability to operate tools and equipment listed.

Front-end loader/tractor, backhoe, dump truck, miscellaneous hand and power tools, long handled tools, chain saw, trash pumps, plate tamper, pogo stick pounder, jumping jack, walk behind or hand held concrete cut-off saw, grinder, cordless and electric drills and saws, skid loader, fork lift, generator, electric motor, air compressor, welder, cutting torch, compact planer (scarfar), manual rebar cutter, bender, electric rebar bender and rebar cutter, survey transit, survey tape, overhead electric hoist, long handled tools, rollers, motor vehicle, salt spreader with plow, telephone, mobile radio, fax machine, copier, personal computer and calculator.
