This is a professional position working with the nationally accredited Parks, Recreation, and Cultural Affairs Department (PRCA). The Department has ten (10) diverse divisions that are committed to providing experiences that improve the overall health, wellness, and quality of life of our community through exceptional customer focus. Each division has a unique business model and target audiences. This position will provide all veterinary services for the Farmington Regional Animal Shelter. Key services include, surgery, diagnostics, herd health management. This position also services as a member of the shelter leadership team that exemplifies the core values and drives the mission of the shelter.

This position works independently and in a team setting exercising considerable judgment and initiative. Finally, this position interfaces directly and frequently with animal shelter staff, volunteers, customers, and the general public.


Animal Welfare and Wellness

Perform high quality/high volume spay/neuter surgeries for shelter animals, public animals, and a community cat program, and develop individualized medical protocols for each program.

Plan and implement a comprehensive health care program with the following components: environmental sanitation, record keeping, disease surveillance, physical examinations, vaccination, parasite control, disease testing, disease treatment, surgery, nutrition, outbreak response, and environmental enrichment for animals in the shelter and in foster homes.

Develop and monitor a Rabies observation reporting system as a public health service, in compliance with city, state, and federal guidelines. System to include victim, owner, laboratory, and ACO follow-up.

Ensure the comfort and health of all shelter animals while remaining within the established budgetary guidelines.

Perform physical examinations, prescribe treatments, select/interpret diagnostics, and consult with the Animal Welfare Director in making euthanasia decisions as determined by resources, policies and budgetary guidelines.

Perform salvage procedures such as limb amputations, eye enucleations, tumor removals, dental surgeries, reconstructive soft tissue surgeries, and wound care for shelter animals as resources and expertise allows.

Provide emergency treatment of injured animals.

Continually remain knowledgeable and assist in shelter protocols regarding infectious disease prevention, surveillance, management and treatment in a shelter population

Affection and compassion for animals, concern for their welfare and willingness to accommodate animals in the workplace.

Ensure that all federal and state regulations regarding the practice of veterinary medicine and controlled substances are being followed. Ability to anticipate and prepare staff for quarterly and yearly inspections. Ability to communicate with state and federal laboratories and instruct staff on proper sample collection and submission.

Perform any and all other duties that may be assigned by the Director of Animal Welfare.

Supervisory and Leadership

Responsible for the recruitment, retention, scheduling, and training of medical staff members. Regularly reviews and evaluates job performance.

Demonstrated leadership abilities.

Demonstrate a calm demeanor during periods of high volume or unusual events.

Ensures all safety practices are followed and promptly reports any safety issues to Animal Welfare Director.

Display a positive customer care attitude through training and team member accountability.

Communicate clearly, concisely and accurately in order to ensure effective shelter operations.

Develops team members for greater roles and provides direction to maintain high performance and may take action to improve performance.

People Care

Cultivate positive customer relations through professional, courteous, and educational interactions while actively promoting our mission, services, programs and events.

Provide prompt, courteous and excellent service to all internal and external customers at all times, including but not limited to adopters, staff, volunteers, board members, city and county officials and animal control officers, veterinarians, representatives of other rescue organizations, people looking for lost pets or relinquishing owned pets, and the general public.

Assist customers, staff and volunteers with the medical, treatment or educational information by facilitating customer/animal interactions to ensure a safe and pleasant experience, accurately answering questions, and providing guidance.

Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Must adhere to the highest ethical standards; possess trustworthiness, exercise maturity and sound independent judgment while maintaining a professional manner and appearance.

Attendance at work is an essential function of this position.


Demonstrate knowledge of and adherence to FRAS policies and procedures.

Ensure a safe work environment, follow all safety guidelines, and model safe work practices.

Take immediate action to address any safety concerns that could put a staff member, volunteer, customer, animal or the organization at risk.

Assist as an expert witness in animal cruelty cases which may include court appearances.

Follow direction of Animal Welfare Director.

This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Must have a doctorate of veterinary medicine (DVM or VMD) from an accredited university.

Must be licensed to practice veterinary medicine in the state of New Mexico. Must obtain appropriate number of continuing education hours to maintain yearly license renewal.

Must initiate AVMA membership and obtain malpractice insurance.

Must obtain and maintain a federal DEA controlled substances license to administer, prescribe and dispense controlled substances for the Farmington Regional Animal Shelter.

Must adhere to applicable state and federal laws governing the practice of veterinary medicine.

3 years of surgical experience recommended.

1 year of shelter medicine preferred.

One (1) year supervisory experience.

Extensive background checks required.

Valid New Mexico driver's license with acceptable driving record for the past three years or state of current residency.

Ability to work all shifts, including weekends and holidays. An on-call schedule is required. Commitment to mission, values, goals and success of the FRAS with compassion and genuine affection for animals.

This position has the responsibility to participate in and comply with the City's Environmental, Health, and Safety program.


Animal capture equipment, police radio, first aid equipment, catch poles, leashes, gloves and, cleaning materials in shelter maintenance, including chlorine. All surgical instruments, including scalpel blades and knives, needles, razor blades as well as dental instruments. All laboratory equipment, surgical equipment, recovery equipment. Knowledge of shelter equipment functions such as freezers, refrigerators, incinerators, chemical equipment, and shelter appliances.

The employee is required to stand or sit for periods of up to 4 consecutive hours to perform high volume surgical programs use hands, handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and smell. Employee must exhibit fine motor skills and dexterity to allow for very fine, delicate surgeries.

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and peripheral vision, and the ability to adjust focus.

Ability to use computer.

Ability work around animals without severe allergic reactions.
