ESSENTIAL DUTIES:

Performs a variety of routine and complex administrative, technical and professional work in analyzing and administering the various components of the employee benefits' and workers' compensation programs for the City of Farmington, all while maintaining a very high degree of confidentiality.

Employees in this position are considered confidential.

Maintain the utmost confidentiality in dealing with employee records and business information.

Working within the Insurance & Employee Benefits Division of the Human Resources Department, this position reports directly to the Deputy Human Resources Director.

Maintain up-to-date and thorough knowledge of employee benefit provisions and eligibility requirements for partially self-insured programs administered by the City's Insurance & Benefits Division. These programs include group health insurance (major medical, dental, vision, and prescription drug), life insurance (standard and supplemental), flexible spending account, dependent care account, and workers compensation.

Using extensive knowledge of IRS requirements, reviews and processes flexible spending account reimbursements and dependent care reimbursements.

Working with an outside vendor, coordinates the City's supplemental benefits program.

Maintains an up-to-date, timely and accurate correspondence of all benefit changes to participants.

Performs reconciliation and balancing on the billings for group health, prescription drugs, life insurance and any other form of billing that may fall within the scope of Insurance/Benefits division.

Prepares and distributes written and verbal information to inform employees of benefits programs such as Insurance Plans, Wellness Plan and special employer sponsored activities.

Conducts employee meetings to explain benefit programs, conduct enrollments, and provides training to employees on benefit plans.

Extensive contact with City employees in relation to their benefits and processing of these benefits. Must be able to establish trusting and cooperative relationships due to the confidential nature of information.

Responsible for working closely with Workers Compensation TPA to assure accurate processing of workers compensation claims including claim tracking, payroll compensation calculations.

Responsible for the overall record keeping of the Insurance & Benefits Division. Assures that all files are maintained and accurate.

Processing various paperwork, especially regarding disability, FMLA absences, and employee life status changes.

Assists with the open enrollment process.

Oversees and may perform the data entry processing of all invoicing for supervisory review and approval. Communicates closely with supervisory individuals on the status of the requisition process, accuracy and timeliness of payments. Works closely with various departments such as accounting and purchasing to ensure timely and accurate payments of all invoicing.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

The Insurance & Benefits Specialist interfaces with individuals at all levels of the City organization as well as officials with other local, state, and national organizations.

Using excellent customer service skills establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Attendance at work is an essential function of this position.

NON-ESSENTIAL DUTIES:

May be required to travel to attend seminars and conferences to keep up to date on issues, trends and required compliance to laws.

QUALIFICATIONS

This position is subject to the City of Farmington's Drug and Alcohol Free Workplace Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.

Graduation from a high school or GED equivalent with relevant work experience required as a minimum.

Minimum of two years of experience in employee benefits administration preferred.

Strong background in records maintenance preferred.

Position requires extensive knowledge of federal laws dealing with employee benefits, including IRS and HIPAA regulations and state worker's compensation laws.

Valid driver's license with acceptable driving record for past three years.

Ability to carry out assigned projects to their completion with minimal supervision. Ability to work independently with multiple simultaneous tasks.

Ability to communicate effectively both verbally and in written form. Ability to establish and maintain professional and effective working relationships with employees, supervisors, other departments, and external entities each of which require cooperative efforts on both sides.

Ability to maintain and ensure the confidential nature of the Insurance & Benefits Division office and records.

TOOLS AND EQUIPMENT USED

Ability to operate with proficiency a personnel computer, with applicable word processing and spread sheeting software, calculator, telephone, copy machine and fax machine.
