JOB POSITION #192 - Geographic Information System (GIS)/AutoCAD Specialist

SALARY RANGE: $20.64 - $32.13 / Hour

PAY GRADE: K - Non-Exempt

TYPE OF POSITION: Regular / Full-Time

DAYS WORKED: Monday-Friday

HOURS WORKED: 8:00 a.m. - 5:00 p.m.

JOB DUTIES

ESSENTIAL DUTIES:

Works under the supervision of the Electrical Engineering Manager.

Responsible for exercising safe work practices at all times. Attendance at certain safety training will be mandatory.

Using excellent customer service skills, establishes and maintains a professional rapport with FEUS customers, employees, public officials, and contractors. Presents a professional disposition when interacting with the Public at large.

Manage hardcopy and electronic documents using specialized document management software. Responsible for handling and securing the dissemination of information, especially that deemed "FEUS Sensitive" which includes substation designs, layouts, one lines and relay information.

Responsible for operating and maintaining GIS/CAD, GPS survey, drafting, and plotting equipment. Perform calculations related to technical documents and drawings.

Provide technical support to system users and instructs staff members on use of GIS and AutoCAD software and hardware, and other related software applications as may be necessary. This includes rendering data requests as may be required for Public Information Requests.

Assist in the analysis and planning of technical projects and provide input into recommendations.

Operates a motor vehicle to assist in carrying out the business of the department and the City. Traverse rough, uneven or rocky surfaces when conducting field inspections or performing survey work.

Performs other related duties as assigned. Attendance at work is an essential function of this position.

AutoCAD

Develop AutoCAD drawings with draftsmanship quality for the Engineering Division. This includes drawings for both distribution and transmission Construction Standards, as well as electrical and civil layouts and plans for substations, and one-line diagrams as may be required by the engineering staff, in particular drawings for COF's as they pertain to rights of way, easements, permits, and related.

Manage fiber optic facility data in tandem with GIS personnel utilizing software which resides on the corporate ESRI platform.

Responsible for updating and tracking the changes to AutoCAD drawings, designs, one-line diagrams and other technical documentation as required or requested by engineering staff.

Produce, store and update various AutoCAD maps including but not limited to subdivisions, capital improvement projects, right-of-way maps, plats and easements, plan and profile drawings, and finished plans.

Store and organize drawings from third party providers which may include any and all the types listed above.

Must be able to work with Point Cloud data, LIDAR data, and 3D modeling in AutoCAD to assist in engineering analysis and CAD drawing/rendering purposes.

GIS

Responsible for updating and maintaining the integrity and accuracy of the FEUS GIS, computerized mapping system, database, and subsequent and related databases. Assists in maintaining security of the GIS database and the information as it is disseminated.

Responsible for reviewing, interpreting, verifying and approving field service orders that require equipment numbering and renumbering when required.

Responsible for reviewing, interpreting, verifying, approving, and updating work orders produced by Estimators.

Verify and maintain accuracy of service order and work order data, especially during a feeder reconfiguration or installation of new facilities.

Assist in analyzing, planning and implementing field inspections, and on-going GIS projects. This will include making field checks and occasionally obtaining and verifying digital pictures and measurements for uploading to the GIS.

Prepare technical reports, maps, charts, and drawings, using GIS information including database facility information, aerial photography, historical data, and GPS measuring devices.

Ability to identify and convert various map projections and use coordinate geography (COGO). Performs topology checks and other data quality control checks including but not limited to attribution checks on the GIS database.

Perform routine and specialized maintenance and quality assurance and control on FEUS GIS data and databases such as cleaning geographic data topology errors and omissions, performing digital feature extraction from data sources, and inputting as-built work orders into the GIS mapping system while maintaining digital data accuracy.

Perform mapping maintenance functions such as graphic editing, line cleaning, topology building, database updates, and converting datasets from other formats.

Analyze complex geographic data, conduct analysis of datasets and databases. Assist in a variety of GIS applications and projects including selecting and acquiring the appropriate geospatial data and technology for spatial analyst.

QUALIFICATIONS

This position is subject to the City's Drug and Alcohol-Free Workplace Program. This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testin

Must possess and maintain a valid driver's license, with acceptable driving record for the past three years.

Extensive background checks required.

Two year degree from a technical school or college in a related area of study and three years of GIS mapping experience. Bachelor's degree from an accredited college or university in Geography, Earth Science, Computer Science or related field plus two years of relevant experience is preferred.

Any combination of education, training, and experience that provides the required knowledge and skills is acceptable (practical experience in GIS field may substitute for degree requirements).

Knowledge of the principles, practices and methods of GIS database development, management and maintenance, knowledge of GIS/CAD graphics presentation concepts and operations of production techniques.

Skill in the conversion of spatial data into digitized formats utilizing current GIS technologies.

Skill in the manipulation and management of relational and non-relational database(s).

Ability to research and interpret historical data, legal descriptions, aerial imagery and related GIS/CAD renderings.

Ability to effectively communicate both orally and in writing. Ability to follow verbal and written instructions.

Requires the ability to develop plans, procedures and goals, work cooperatively, and able to work under stress to complete projects accurately and within deadlines.

Must be proficient in operating GIS software in order to map new electric data and/or revise or manipulate facility data.

Proficient with the latest versions of AutoCAD and ESRI software, Microsoft Office Suite, LIDAR data, Point Cloud data, spatial database enterprise (SDE) databases such as the corporate geographical information system (GIS), Futura Software, Arc FM Software, ArcGIS Spatial Analyst, Network Analyst, ArcSDE, and SQL. Proficiency in other similar software platforms will be considered.

Working knowledge of hardware, software and computer operations of the above listed systems, and ability to maintain knowledge of and learn current technologies related to this position.

Ability to establish and maintain good working relationships and communications with co-workers, supervisors, vendors, other City employees, and the general public.

Ability to maintain a good attitude towards all city employees, vendors, and/or the general public at all times.

Ability to work under stress and handle stressful situations.

Ability to work effectively individually and/or on team projects.
