JOB POSITION #110:  System Control Systems Programmer Analyst

NUMBER OF VACANCIES:  1

PAY CLASS:  M - Non-Exempt

SALARY RANGE:  $23.96 - $37.23 / Hour

WORK LOCATION:  MOC

TYPE OF POSITION:  Regular, Full-Time  

DAYS WORKED:  Monday-Friday

HOURS WORKED:  8:00 a.m. 5:00 p.m.

ESSENTIAL DUTIES:

Works under the supervision of the Assistant Director Regulation and Control. Works closely with EMS/SCADA Systems and Network Administer, EMS/SCADA Specialist and System Control Center to coordinate activities and ensure necessary systems are functional and compliance obligations are met;

Under limited supervision, performs a multitude of operational technology administration and technical support duties for support systems unique to regulated electrical utility control center environment.

Diagnose and resolve technical and end-user problems associated with hardware and software maintained by FEUS System Control.

Administer, maintain, and provide user support for System Control Center non-city hardware and software solutions including but not limited to:

  • Physical Access Control Security System (PACS)
  • EMS/SCADA System
  • Avtec Phone/Radio/Recording System
  • Outage Management System
  • OATI Certificate Management
  • BES Cyber Security Information Storage Locations
  • Hosted Advanced Applications

Ensure a stable and highly available network and computing environment, including effective communications, problem solving, root cause and remediation.  Prepares and maintains programs to allow for backup, retrieval, and archiving of system data to assure timely recovery from unforeseen hardware or software failures

Responsible for implementing Supply Chain Risk Management strategies for mitigating supply chain risks related to procurement of systems in the control center environment.

Support EMS/SCADA Systems and Network Administrator and EMS/SCADA Specialists with hardware and software support of related to the EMS/SCADA System and network devices including assisting with procuring, configuring, installing and maintaining hardware and software as well as server/systems hardware and software. Assist with project management and tasks related to major projects including system upgrades.

Performs reoccurring tasks to maintain adequate cyber security and compliance with NERC/WECC Critical Infrastructure Requirements including but not limited to: Monthly antivirus testing and updates to all cyber assets; Monthly evaluation, testing, and application of security patches for all cyber assets and systems.

Follow change control policies. Implement and maintain standardization practices for hardware, software, applications, security protocols, networking configurations and settings, and documentation. Keep inventory of backend systems.

Member of Cyber Security Incident Response team; responsible for participating in tests and drills and responding to actual events.

Prepares federal, state, NERC, WECC and department reports with great attention to detail, as required;

Assists as directed in troubleshooting a variety of hardware and software problems, and works with equipment suppliers and engineers to find solutions;

Assists as directed in implementation of systems and equipment into the EMS/SCADA system including completing the required paperwork, document tracking, and testing;

Provides technical support and responds to operational issues, network issues, security incidents, or compliance issues 24 hours a day, 7 days a week;

This position has the responsibility to participate in the City's Environmental, Health, and Safety program.  This includes identifying and taking action on environmental, health, and safety issues;

May be required to respond to problems or questions after hours and on weekends.

 

NON-ESSENTIAL DUTIES:

Participates in FEUS Reliability and Security committee meetings to provide technical support for cyber asset compliance standards, including review and recommendations of compliance documentation.

 May serve on various employee committees, as required and assigned.

Travel may be required to attend schools, conferences, and meetings.

QUALIFICATIONS

This Position is subject to the City's Drug and Alcohol Free Workplace Program.  This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.

This position is covered by NERC CIP cyber security standards. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training.

System Control Systems Programmer Analyst I: A two-year associate's degree in information technology or electrical engineering technology is desired; a minimum of four years working in an information technology field is preferred.

System Control Systems Programmer Analyst II: A two-year associate's degree in information technology or electrical engineering technology is desired; a minimum of four years working in an information technology field is preferred. Two years' experience System Control Center speicific hardware and software solutions on FEUS equivalent platform and in a NERC CIP Environment. 

System Control Systems Programmer Analyst III: A two-year associate's degree in information technology or electrical engineering technology is desired; a minimum of four years working in an information technology field is preferred. Five years' experience System Control Center speicific hardware and software solutions on FEUS equivalent platform and in a NERC CIP Environment. 

Knowledge and experience working with Microsoft Windows server/workstation operating systems and Active Directory in order to install, upgrade, patch, and configure the EMS computer operating environment with attention to NERC and WECC compliance guidelines for cyber assets is desired.

Working knowledge of computer network architecture including but not limited to network hardware devices such as switches, routers, and firewalls as well as communications protocols such as TCP/IP, ICCP and serial communications protocols.

Possess advanced computer skills, including proficiency with the Microsoft Office Suite of software; Microsoft SQL database software, and Web based software and interfaces.

Must be able to develop the ability to troubleshoot computer networking hardware and software, server/workstation hardware and software, as well as serial communications systems

Ability to establish and maintain effective working relationships with supervisors, fellow employees, employees of other power systems and the general public;

Must possess the ability to work under stress and handle stressful situations;

Must possess the ability to meet deadlines;

Must possess good oral and written communication skills;

Must possess the ability to follow verbal and written instructions;

Must possess a valid New Mexico driver's license;

TOOLS AND EQUIPMENT USED:

Calculator, phone, radio, fax, copy machine, computer (desk top and lap top) and associated software to include spreadsheets, macros, graphics, word processing; and a motor vehicle.
