HIRING RANGE: $45,830.73 - $71,303.70/Annually

DAYS WORKED: Monday Friday

HOURS WORKED: 8:00 a.m. - 5:00 p.m.

TYPE OF POSITION: Regular, Full-Time




Works under the supervision of the Operations Manager within the Water and Wastewater Utilities Division of the Community Works Department which is responsible for all components of the wastewater and water supply system, including ditches, pumping stations, storage reservoirs, and water rights.

Responsible for the collection and analysis of statistical data related to the operation of the wastewater, water, and raw water system.

Communicates with Water Resources staff to keep them informed of the division's progress and activities. Communicates with the Community Works Director through the Operations Manager.

Responsible for providing spatial analysis, cartography and maintenance of documents in support of the geographic information systems of the water/wastewater division.

Operates computer workstation to update maps and drawings as new data is received through work orders or any other various sources. Must be proficient in use of the latest ArcGIS and AutoCAD software version to produce and update drawings and maps including but not limited to subdivisions, capital improvement projects, right-of-way maps, as-builts and associated data. Verifies and maintains accuracy of data.

Assists in the organization and maintenance of engineering infrastructure records and related database tables for utilities, street system maps, plats and comprehensive plans.

Read and interpret source documents, such as civil engineering plans, plot maps, and legal descriptions, and entering required data into the current GIS Mapping System.

Assists in mapping related software implementations and support for software including ESRI ArcGIS, Manifold GIS, Autodesk CAD, and other GIS related software. Assists in developing and designing web mapping applications for remote users and other mobile uses.

Design and perform spatial analysis and queries from various sources of data to produce maps and reports from such data. Uses aerial imagery to locate GIS data and features. Ability to identify and convert various map projections.

Produces presentation materials and reports from databases. Writes database queries, phyton scripts, java script, visual basic, and html for GIS applications.

Updates and maintains the water and/or sewer hydraulic model, incorporation of construction as-builts into the water and/ or sewer hydraulic model and provides system updates for GIS base map related to water and sewer infrastructure.

Provides technical support, assistance and training to Community Works staff.

Performs other related duties as assigned.

Using excellent customer service skills establishes and maintains effective working relationships with other employees, officials, and all members of the general public.

Operates a motor vehicle to assist in carrying out the business of the department and the City.

Attendance at work is an essential function of this position.

This position is subject to the City's Drug and Alcohol Free Workplace Program. This includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return-to-duty testing, and follow-up testing.

Valid driver's license with acceptable driving record for the past three years.

Extensive background checks required.

Degree in civil engineering, water resource engineering, hydrology or closely related field and two (2) years' experience in the planning, development, conservation, administration, and management of surface water resource; or a degree in GIS, Cartography, Geography, Computer Science, Engineering, Planning, or other GIS related field and two years of experience related to geographic information systems or computer-aided mapping; or a Master's degree in any of the above fields may be substituted for the two years of experience requirement. Substantial work in the above areas may be substituted on a 2:1 basis for degree requirements. Additional relevant certifications will be considered.

Knowledge of mathematics (area calculations), hydrology (flow and volume calculations), land surveying principles and techniques (legal descriptions), aerial photography and map interpretation and geographic information systems.

Skill in performing specialized engineering investigations, writing technical reports, and general correspondence.

Experience with database management and asset management systems.

The ideal candidate will be experienced in a variety of analytical and technical duties related GIS application development and support. You must be skilled in interpreting customer needs and identifying technological solutions. Familiar with ESRI mapping software including ArcGIS Desktop, ArcGIS Pro, Web Mapping, ArcGIS Web AppBuilder, spatial databases, and database management systems, such as Microsoft SQL Server.

Working knowledge of hardware, software and basic computer operations of the above listed systems, and maintain knowledge of current technology related to this position.

Experience in civil engineering preferred. Construction background in municipal utility work beneficial.

Ability to learn existing and new mapping software products and procedures.

Extensive skills in writing technical reports and general correspondence.

Working knowledge of personal computers, word processing and spreadsheet software, and modeling techniques. Ability to effectively communicate verbally and in writing with supervisors, employees and general public on matters related to water resource issues.

Skill in maintaining positive public relations while responding to realistic concerns under stressful circumstances.

Ability to make changes to enhance projects and correct oversights.

Must possess a working knowledge to understand and interpret working plans and drawings.

Assist other staff in the performance of their duties as assigned.

Maintains regular job attendance and adherence to working hours.

Ability to establish and maintain good working relationships with co-workers, supervisors, other City personnel and the public.

Ability to follow verbal and or written instructions.

Ability to meet deadlines.

Ability to work effectively on individual and team projects.


Requires regular use of telephone, fax and copy machine, personal computer hardware and software, frequent use of GIS equipment such as printers, plotters, GPS receivers, GIS and CAD software, email, spreadsheets, word processing along with other related equipment.
